At his campaign kickoff, I was impressed with his vision for Smart Growth in Montgomery County. Recently, he was kind enough to take time out of his busy schedule to answer a few questions.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;1. What details about the newly approved White Flint Sector Plan will require the most attention and consensus-building? How do you intend to ensure White Flint becomes a vibrant, sustainable town?&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;blockquote&gt;There are several ongoing issues that will shape the success of this great vision for the White Flint community. First, I will protect the integrity of the community's vision so that it will be an area that prioritizes walking and biking. The Pike [Rockville Pike, MD 355] has closely resembled a highway for too long. You can't build community on a highway. Yet, some policy makers don't see it that way and promise to re-prioritize auto speed at the expense of community if they can.&lt;br /&gt;&lt;br /&gt;A second major issue will be the successful implementation of transit infrastructure improvements and the street grid, which together will bring walkability to White Flint's daily life. Walkability has been crucial for winning the support of the surrounding community. Turning this auto desert around with improved transit, separated bike paths, and a walkable street grid that can move more people and more cars will require a lot of scrutiny. The commitment to this vision cannot be allowed to slip over time — no more Clarksburgs!&lt;br /&gt;&lt;br /&gt;A critical factor to success in White Flint over time will be continuing to involve newer residents, young families, retirees, and others who see the value of the new planning model. When empowered, these important residents will press elected officials to hold true to the vision in the recently passed Sector Plan. This takes new and committed County leadership; people who see their job as helping to engage the community and organize for change. &lt;/blockquote&gt;&lt;strong&gt;2. Wheaton is both routinely overlooked by the county as a whole and also posseses great economic and social potential as a vibrant, walkable, sustainable town. What is your vision for Wheaton's future?&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;&lt;blockquote&gt;&lt;p&gt;Wheaton's time has come! The next Council must prioritize Wheaton for investment and support. There are many interesting and good plans for revitalizing the parking lot in the center of town into a community square. We should move those plans forward.&lt;br /&gt;&lt;br /&gt;However, the elephant in the room is the Westfield Wheaton Mall. We should establish a walkable street grid with housing on the mall property, and use economic development dollars to incentivize the transformation through gap financing. If we attract more residents who embrace walkable lifestyles to the urban core in Wheaton, the small businesses there will flourish. It is a very risky proposition to move existing businesses out of their spaces and hope that they survive during a rebuild — and will be able to afford new-building rents afterwards.&lt;br /&gt;&lt;br /&gt;If well designed, such a transition of the Mall would work without jeopardizing Wheaton's existing small business character. Finally, if the County is going to give Westfield $4 million to build a Costco, they should use that as leverage to get going on a mixed use (housing + retail), walkable street grid on mall property — without any more gas stations. Georgia Avenue already has plenty.&lt;br /&gt;&lt;br /&gt;I will also add that plans for Wheaton have come along every few years and have gone nowhere for a variety of reasons. We're only going to see success during this coming Council term if we bring together the bloggers, transit advocates, neighborhood activists, immigrant organizers, small businesses, property owners, and others, in a mighty chorus of "Now is the time!" &lt;/p&gt;&lt;/blockquote&gt;&lt;strong&gt;3. In your campaign kick-off, you expressed a clear vision for locating many new jobs along existing infrastructure in East County rather than in new office parks in Gaithersburg West. What sites do you envision for new jobs and do you see a need for new transit infrastructure to support them?&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;blockquote&gt;We have plenty of room for new jobs in Silver Spring, Wheaton, White Oak, Burtonsville, and Glenmont. Many of these areas are currently served by Metro. Others are in the Route 29 corridor, which needs a rapid transit service in order to support new jobs. One cost-effective transit solution would be a next generation bus system, as described by Councilmember Elrich, with its own separated lane and priority through intersections. In our present time of fiscal austerity we will need to think creatively about how to finance it — we need a model that larger landowners can pay for.&lt;br /&gt;&lt;br /&gt;I helped push the Council to a good compromise on &lt;a href="http://hansriemer.blogspot.com/2010/04/hans-riemer-comments-on-gaithersburg.html"&gt;Gaithersburg West&lt;/a&gt;, but one of the concerns I raised was that the plan is projected to reduce job growth in East County. We can't let that happen! East County has been given short shrift for too long. We need good planning to create the commercial space, housing, and transit that will get this under-served area moving again.&lt;br /&gt;&lt;br /&gt;We also need policymakers who can get new people involved to support the kind of change that we need in the County — people like Councilmembers &lt;a href="http://maryland-politics.blogspot.com/2010/02/valerie-ervins-statement-of-support-for.html"&gt;Valerie Ervin &lt;/a&gt;(D-5) and Nancy Navarro (D-4). Raskin's Youth Voter Registration Bill Passes Maryland Senate</title><content type='html'>On February 25, I testified in favor of Senator Jamie Raskin's Youth Voter Registration Bill, SB292. The bill would facilitate youth voter registration by establishing age 16 as a uniform age for voter registration, with the registration becoming active when voters become eligible. This would allow institutions and activists to focus more on registering young people to vote in the schools (and elsewhere). It would also allow for some of that sense of community and commonality to build as a class of students moves through the voter registration system together.&lt;br /&gt;&lt;br /&gt;I am pleased to announce that Common Cause Maryland reported today that the Maryland State Senate approved SB 292 today, joining the House of Delegates in facilitating youth voter registration efforts in the state.&lt;br /&gt;&lt;br /&gt;According to Common Cause's press release:&lt;br /&gt;&lt;br /&gt;&lt;blockquote&gt;&lt;p&gt;"The Maryland State Senate passed legislation today to create a uniform age to pre-register to vote (HB 217), a move expected to create thousands of new voters and encourage participation among young people. It also changes the deadline to change party affiliation (currently 12 weeks before the election) to the deadline to register to vote (3 weeks before).&lt;br /&gt;&lt;br /&gt;The House of Delegates previously passed HB 217 by a vote of 97-43. The cross-filed Senate Bill 292 also passed today.&lt;br /&gt;&lt;br /&gt;Senator Jamie Raskin (Sponsor): "This is a big victory for democracy. I've been fighting for a standard voter registration age since I was elected so that 16 or 17 year olds all over the state will know that they should register to vote before they leave school. With this legislation, we can now register young people before they graduate and are off into the work force or to college or the military. All the studies show that, when people register, they vote. Our goal should be 100% registration and 100% participation. Democracy works best when everybody participates."&lt;/p&gt;&lt;/blockquote&gt;&lt;br /&gt;&lt;br /&gt;I look forward to seeing Governor O'Malley sign this bill into law. You can read my full testimony below:&lt;br /&gt;&lt;br /&gt;&lt;div align="center"&gt;&lt;br /&gt;&lt;strong&gt;Testimony of Hans Riemer&lt;br /&gt;&lt;/strong&gt;Former National Youth Vote Director, Obama for America&lt;br /&gt;Former Washington Director, Rock the Vote&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Maryland Senate Education, Health and Environment Committee&lt;br /&gt;Senate Bill 292: Elections – Voter Registration and Voting – Age&lt;br /&gt;February 25, 2010&lt;/strong&gt;&lt;br /&gt;&lt;/div&gt;&lt;br /&gt;Madam Chair, members of the Senate Education, Health and Environment Committee.&lt;br /&gt;&lt;br /&gt;Thank you for the opportunity to share my views today about the proposal to let young people register to vote at age 16.&lt;br /&gt;&lt;br /&gt;My perspective on this issue is shaped by my experience working to promote youth voter participation as National Youth Vote Director on the Obama presidential campaign, and as the political director of Rock the Vote.&lt;br /&gt;&lt;br /&gt;I would bet that every member of the Committee has had to make a decision at some point about whether to prioritize resources to reaching out to young voters. For most candidates, the decision is easy--they reach out to other demographics instead. They ask young people to volunteer on their campaigns, but they do not take them seriously as voters. It is unfortunate that this is how our process works, and it can change.&lt;br /&gt;&lt;br /&gt;Due to the way voter registration laws work, it is a challenge indeed to reach out to high school age voters. In this year's 2010 gubenatorial, the voter registration deadline for the September primary is Tuesday, August 24 (thanks to our outlandish 21 day advance deadline). That gives only days at the start of the school year to register new voters before the cut off. As a result, only a small fraction of any given high school senior class is eligible to vote in a typical November election, let alone a September primary. Campaigns look elsewhere for votes.&lt;br /&gt;&lt;br /&gt;It is very hard to build excitement about voting among high school students when we make it so tough for them to get involved.&lt;br /&gt;&lt;br /&gt;By contrast, consider what happened in the 2008 presidential election. Rules in the Iowa Caucus, which were replicated here in Maryland, allowed students to vote in the primary as long as they were going to be age 18 by the general election. Thanks to this policy, pretty much the entire class of 2008 in Iowa was eligible for the caucus, which in turn created a great sense of excitement about the election. Young people engaged as a community and they turned out for the caucus in landslide numbers. They changed the world!&lt;br /&gt;&lt;br /&gt;Establishing age 16 as a uniform age for voter registration would allow institutions and activists to focus more on registering young people to vote in the schools (and elsewhere). It would allow for some of that sense of community and commonality to build as a class of students moves through the voter registration system together.&lt;br /&gt;&lt;br /&gt;Now, you may be thinking, does it matter if young people register to vote? Will they vote even if they are registered? The answer to this is definitively, "Yes." In fact, according to Census data, about eighty percent of all 18-29 year olds who are registered to vote, turn out to vote.&lt;br /&gt;&lt;br /&gt;So we don't have a problem getting young people to vote once they are registered. We have a problem with young people registering. And that is our fault--our fault--not theirs. The flaw is with our government's policies, not this generation's character.&lt;br /&gt;&lt;br /&gt;Our registration system works more like a program to prevent people from voting than to help them vote. The kind of system we should have is one where eligible citizens are always registered to vote, but regularly confirm their voter information when they interact with the state government, which keeps their information updated automatically through existing information in state government databases. Then, the relatively small percentage that do not have a chance to confirm their information in advance may do it on Election Day at the polls. If this body had the opportunity to design a system from scratch, I believe it would want one that would allow for maximum participation in the political process while also guarding against fraud. The framework I am proposing does just that, and over time it would almost certainly be more cost effective than what we are doing now.&lt;br /&gt;&lt;br /&gt;In the mean time, there are several steps in the right direction that I hope you will support---expanding vote by mail, election day registration, registration for 16 year olds.&lt;br /&gt;&lt;br /&gt;Let's make Maryland a national leader in citizen participation in the political process. But cultivating this vision and achieving quality of life and environmental goals are not mutually exclusive, as long as we work together to find common ground.&lt;br /&gt;&lt;br /&gt;Our way of life in Montgomery County is at a tipping point. Projections show us slipping behind the region in creating high wage jobs, which will bring our tax base down with it. The downward trend is already clearly evident today, and it could become a spiral. With a cratered revenue base, we are forced to slash our school budget, transit service, environmental programs, and our social services safety net.&lt;br /&gt;&lt;br /&gt;We are in a real crisis today and we need to turn the ship around.&lt;br /&gt;&lt;br /&gt;A new vision for Gaithersburg West can help achieve the goal of repositioning Montgomery County as a leader in green and biotech job creation, recharging our economy and providing a renewed tax base over the long term.&lt;br /&gt;&lt;br /&gt;Montgomery County has previously approved bad development plans around Gaithersburg West. The new Gaithersburg West Draft Plan is nearing a vote. In White Flint, the Council worked together to find a consensus position. With some significant changes, the Council can get there on Gaithersburg West, too.&lt;br /&gt;&lt;br /&gt;My principal concern with the plan is how to implement a vision that will rely less on cars and more on transit, walking and biking. Montgomery County should not be planning new auto-oriented cities that are sources of new automobile traffic, carbon emissions and toxic runoff, and Gaithersburg West is no exception. The imbalance between jobs and housing for the new workforce would be a major driver of car commuting, and must be addressed.&lt;br /&gt;&lt;br /&gt;Development in the plan should be staged around the Corridor Cities Transitway stops first, following the highest transit-oriented design principles. Requirements for freeway interchanges should be removed. Uncertainty about the CCT should not result in development patterns that foist more cars on the road.&lt;br /&gt;&lt;br /&gt;In order to ensure that the plan is truly transit oriented, staging plans should be designed so that mode share goals must be achieved in order to continue to the next development stage. Achieving high levels of transit usage is not simply aspirational. It is a necessity. And if the Federal process for the CCT is going to take decades, county and private funding options should be explored. In White Flint, property owners stepped up to the table to finance crucial infrastructure investments.&lt;br /&gt;&lt;br /&gt;The most significant concerns about the plan come with stage four development. At a minimum, density development capacity in stage four should be reduced to so that the total plan capacity is 18 million square feet. The mode share goal at that point should increase to 40%, which would likely require a new strategy for reducing auto usage than what is currently contemplated in the plan. Restriction of the number of parking spaces, as in Silver Spring and White Flint, would provide assurance that mode share goals will be achieved.&lt;br /&gt;&lt;br /&gt;Due to significant community concerns about stage four, a Master Plan Amendment should be required to proceed to the stage. This will provide a new opportunity for community input on the plan based on real evidence about progress towards the vision. In White Flint, the community and key partners forged an exciting new model for the County to tackle challenging projects, bringing in key stakeholders and working together on a big vision and the smallest details. Unfortunately, the same cannot be said for Gaithersburg West. The community should be heard.&lt;br /&gt;&lt;br /&gt;Together, these proposals will move the plan significantly towards a new model for development in the County, one that adds fewer cars to the road, promotes a higher quality of life for everyone, engages the community in the process and minimizes environmental damage.&lt;br /&gt;&lt;br /&gt;A separate but also critical issue that needs to be addressed at the time of the Gaithersburg West deliberations is the impact of this proposal on job growth and community building around transit areas down-county and east-county. Preliminary projections show a startling decline in economic growth for these areas if Gaithersburg West is approved. This does not have to be the case. We must ask now, what changes will be needed to ensure that all of Montgomery County can thrive even as so much new investment flows to the Gaithersburg West area?
